is going to break it down for us. what do these plans do with all that money? >> first off, the $50 billion infrastructure program would rebuild or build 150,000 miles of road, 4000 miles of railroad track, 115 miles of airport runways. essentially, that would be paid for with taxes on the oil and gas industries. it's a six-year program, no new jobs created immediately, and much of the criticism is that it is essentially a payoff to the unions. there is a second plan to be unveiled tomorrow, the "wall street journal" saying that this is a $200 billion plan, $200 billion worth of tax breaks for businesses. it would speed up the writeoff, for example, bill, you spend $10,000 on a computer right now, and immediately, that $10,000 comes off your business income, taxable business income. overall, no new jobs created immediately, some say that this is the president scrambling because his polls on the economy are looking very, very bad, and both of those plans would require a vote in congress, which is not likely. bill: wow, so here we are, post labor day. i can't think of a bigger issue in the co

of the region's quickly rising waters. firefighters had to use ladders to reach some folks stranded on top of their homes. at least two people are reported dead in all of this. this storm also created a series of tornadoes in the dallas-fort worth area, reports of eight tornadoes swirling, some right through central dallas, moving over buildings, one tornado hit a shopping center, scattering debris all over the place. jenna: imagine seeing this giant dark cloud coming towards you, a helicopter tv crew caught this on camera. watch for the flashes of light by that tower on your screen there. that's the funnel cloud that is slamming into power lines. just imagine that. there were power outages, no reports of any serious injuries. that's a good thing, but quite a scary situation. >>> also check this out, also in dallas, several funnel clouds forming after the heavy rains moved out. you can see the tornadoes moving across the sky there as the sun is trying to break out through some of those dark clouds. >>> well, where are folks feeling the rest of this storm now? meteorologist janice dean is w

us tonight. the truth about higher taxes. that is the subject of this evening's talking points memo. because i am a simple man, i am going to cut through the jibberrish on taxes the best i can here we go. president obama wants to end the bush tax cuts, raising the federal income tax rate on americans earning above $200,000 a year. but the president says he is not going to ask americans earning less than 200,000 for more tax money. the question, is that true? mr. obama wants a new tax code after congress throws the bush deal out the window. it's not a lock the president gets that because some are debating. 31 democrats who want to keep the bush tax cuts in place. the senate also has questions on the issue there may very well be a stalemate. if congress does nothing, the bush tax cuts expire on january 1st 2011. that would mean tax rate increases across the board and things like the $1,000 deduction for each dependent child would disappear. so, once again, the president is caught between barack and a hard place. if congress does nothing, which could very well happen, everybody gets bl
